Police Connect Gang Members To Homicide, Fatal Car Collision

Two known gang members have been identified as suspects in Berkeley's third homicide of the year and a subsequent traffic collision that killed two additional victims in North Oakland.

Oakland residents Rafael Campbell, 27, and Samuel Flowers, 21, are believed to have been passengers in the tan Cadillac that fled the intersection of 10th Street and Allston Way following the May 16 shooting death of 25-year-old Berkeley resident Charles Davis, said Berkeley police Officer Andrew Frankel.

He said that he could not identify which specific gang police suspect to have been involved in the shooting.

"We're just saying that it's gang related at this point," Frankel said.

The Cadillac led police on a chase into North Oakland, where it struck a vehicle and a pedestrian. Todd Perea, 27, of Brentwood and 41-year-old Berkeley resident Floyd Ross were killed as a result of the collisions.

Two suspects were arrested at the scene of the crash, and Campbell and Flowers are believed to have fled on foot.

"Though we recovered two assault rifles in the car following the collision, we are still treating them as though they're armed and dangerous," Frankel said.

While the Berkeley Police Department has received support from community members, Frankel said that the department has not disclosed how Campbell and Flowers were identified in connection with the shooting.

Police are looking into whether there are street tensions in Southwest Berkeley, according to Berkeley police Sgt. Mary Kusmiss.

The City of Berkeley is currently offering a $45,000 reward for information leading to the arrest and conviction of the suspects. Bay Area Crime Stoppers has also offered an additional $2,000.

The city is also offering $15,000 dollars for information leading to the arrest and conviction of those responsible for the May 4 shooting death of 18-year-old Berkeley resident Maurice Robertson.
