Several speakers gathered at the Martin Luther King Jr. Civic Center about 12:30 p.m., according to Yesica Prado, a Berkeley Marina vehicular resident.

The motion did not pass — four council members voted in favor of the proposal, one vote against it and one abstained, with three council members absent.

The Berkeley Marina vehicular community, which consists of about 20 vehicles and 45 people, gathered at 5 a.m. and demanded that the city either let them remain at the marina or provide another space for their vehicles. Community resident Amber Whitson said the protest was “lighthearted” until the Berkeley Police Department arrived at 8 a.m., when officers warned residents that if they didn’t follow the city’s directive their vehicles would be towed and cited.

Over the past few days, Berkeley police have been contacting RV dwellers along Marina Boulevard to tell them to vacate or risk being towed for violating city ordinances.

Amber Whitson is a former resident of the Albany Bulb, a landmass north of the Berkeley Marina that about 70 homeless people inhabited before their removal last April, she said.

The last two people living at the Albany Bulb, a former landfill that has been used as a homeless encampment, were arrested Thursday, following a settlement in April that emptied the Bulb of most of its homeless population.

Following a Wednesday settlement, dozens of residents of Albany Bulb — a former landfill that has become a home to many of Albany’s homeless — are preparing to pack up their belongings and find a new place to reside.

After facing challenges last year to move a local homeless population, the Albany City Council has extended funding to a Berkeley non profit in an effort to help the inhabitants find permanent housing.
